Vault 111 went TU after several months, everyone inside except for the popsicles was dead until the Institute dabbled their fingers into it.
Vault 81's overseer had a crisis of conscience and didn't allow the slated experiments on the relatively normal dwellers to happen. So Vault 81 has had essentially 200 years of reasonable average people running it (and a hidden dark side).
Vault 75 had a completely horrific backstory and is populated with gunners, who are only slightly less messy than raiders, and the vault reflects that.
Vault 114 was unfinished and forgotten except for the Triggermen. 114 was going to have a completely insane man running it with full staff support...
Vault 95 's history is pretty evil too... and again, gunners.
Let's see... we have one where they were gona use the entire population to test viruses on in an effort to create a cure.. not really for the people they were testing on, just in general, with no regards for their test subjects.
There was the one where they took a bunch of addicts... kept them from drugs for a ♥♥♥♥♥ long time.. then opened up a cache to see just what would happen... basically for the hell of it...
There was the one where they took all the kids and split them from their parents.. then killed the parents.. and started an effort to create a group of super soldiers (whom I assume became the gunners)
And then there's the unfinished one where they were gona cram alllll the super rich snooty people into tight little rooms with their lessers.. and see what happened (hint.. I bet it wouldn't have been pretty given the better-than-thou attitudes of the rich people)
And of course, 111.. where they were just kinda gona leave you frozen to see how long it'd take for you to die or not basically... and then
We have Far Harbor.. cram a huge number of 'poor' people all at the mercy of a bunch of rich snooty jackholes.. to see what happens when you give the over-priveledged the role of god essentially.. (Again.. likely wouldn't have been pretty had the experiment gone as planned, only this time the poor folks woulda been the ones in trouble)
Oh sure, they arent the big 'super evil' people expect after Fallout 3... but none of those are what I'd consider 'Nice' or 'friendly'

Well... theres Vault 118 in Far Harbor as well, though not completely lucky.
