There is a supermutant in FH with a few dogs, but i haven't seen all of NW just yet so it could be there but i haven't seen it yet. If you do find it/him again i would be interested in seeing what it's all about.

There's a post apocolyptic movie called A Boy And His Dog. It's possible that that might be a reference to that. Just a guess though.

Fallout series itself is a reference to A Boy and his Dog

Far Harbour, I assume. There's a super mutant called Erickson.

I've also seen an unnamed super mutant with a mutant hound in a shack near the Grandchester Mystery Mansion in Nuka World, but he didn't seem to be anything special.

Shack's behind the mansion nestled in a depression. I ran across this mutant, but VATS showed red so I did the natural thing. A red VATS on a character not aware of your presence means no meaningful dialog, so... just a mutant.

I'm talking about the one in Nuka World. He might not be anything special because he is not named and keeps coming back after you kill him. But it would have made for a good story. it seems like there was so much more that could have been done with Nuka World. Far harbor had a lot more story to it. I still like Nuka World I just wish there was more to it besides all this land.

It would be hard to count all the untold stories lying about the place, implied by skeletons huddling together, crashed cars with toys in the seat, feral ghouls still haunting their previous residences, and so on.

EDIT: And I mean the Commonwealth in general, not just Nuka World or Far Harbour.

Do you think its bethesdia triming or developers overworking or just trying to create a more "whole" atmosphere instead of just around the quest areas?
