Report a translation problem
Yea this quest is very buggy. I already told the people at Nexus mods about this issue on the unofficial mods patch forums. Feel Free to post here about it too:

Even if you were lucky enough to even get past the cappy code part, then Sierra gets stuck on a section of the quest, and is impossible to actually finish this quest anyways..
If you were on pc there are ways around it, but your on a console and i don't know anyways around it..i have already mentioned it to the nice modders at nexus mods about this issue.

Remember that bugs can happen to anyone, it's not a victims fault.(Unless you play on a potato.)
The couple of times i did those MIA quests, nothing bad happened or went wrong. All quests in this game, Skyrim, F3, Oblivion and Morrowind have been fine for me. I've never had a game breaking bug, at all. Unless you include NV, that is.
