This worked for me:
-I dont use powerarmor.
-Testing the "Cappy Glasses" i am wearing them 24/7 xd Maybe thats it.
-Talked to william before Mags already, didnt change anything.
-Gonna test that, i never used the dialog camera.

I just did all that other stuff cuz I wanted to be sure that I discluded any other possible things that I could think of that could conceivably be conflicting (the targeting HUD had a MAJOR bug for a long time that prevented all pacification perks from working for example...).
It was the DialogCamera, it needed to be turned ON.
If anyone else has this issue, find the quest ID on the fallout 4 wiki, and then open the dev console with the ~ key and enter "completequest <quest ID>". In my case it was "completequest
DLC04_RQ_CollarTroubleMaker", but it might be different for you, the raiders leaders can offer a couple different ones.
look for the DLC one with mags and them type in completequest with that DLC it shows hit enter
