He's annoying, as a gameplay mechanic.
He has the same putrid AI as most, that causes him to crawl on top of the SS.
The voice acting is mediocre at best. Often, just 'reading' the lines like a bedtime story.
The writing isn't something I'd praise.
for ex... He reacts to the SS by describing a "20' tall irradiated lizard'. As if, he was accustom to the old world chameleons that manifested into a Deathclaw before his eyes.
... and what about the 'discovery' of Sanctuary? After you have completely upgraded it with a dozen settlers.
I wouldn't take him around as a companion though, without changing his weapon and using mods.
With mods making his AI better, and other mods reigning in the frequency of his radiant quests, I see no issues with him. His bad rep came from the endlessness of his radiants - making him into a meme with that famous repeat phrase - and the very useless laser musket.
When anyone sees the trolling Skyrim gets none stop, or the Bugthesda comments none stop and other comments and actually play this game and see all the characters are well done including a primary character Preston, then anyone can be 100% sure any negative comments are not genuine.
Even when he's a companion, he'll stand outside the Castle as you provoke the Mierlurk queen to attack you.
And if you shoot Ronnie Shaw for not just being a deserter who left the MM to die at Quincy in their hour of need, Garvey will side with the deserter and try and kill you. To me, that's makes no sense at all. "Oh poor me!" says Garvey "The Minutemen deserted us in hour hour of need" and "how dare you shoot that woman for being a deserter and leaving the people of Quincy to die!"
And he calls SS "general" like he's some sort of idiot.
WTF Bethesda! They even mocked this in Far Harbor, where Dalton sends you on missions and you keep finding the dead people that she sent other useful idiots on. Players still don't get it.
Mostly what I do now is just never go back to Sanctuary after finishing the fight in Concord (unless I'm good and ready). I operate out of Red Rocket. I'll do Tenpines/Corvega and probably add Abernathy on my own since Olivia is on the way. If I want more I'll add them myself (like Hangman's Alley), but don't go back to Preston for more settlement missions - SAME as I don't go back to Tinker Tom to avoid burdening myself with more MILA missions unless I feel like doing more of them.
It strikes me as pretty disingenuous (or just unobservant) to complain about Preston but not radiant quests from other factions. Like radiant quests from other faction - if you don't want to endlessly do them, just DON'T. Let them sit in your quest log until hell freezes over - or you want something to do.
As a companion Preston is as annoying as they all are IMO, blocking doorways and ESPECIALLY blocking your field of fire. I typically only use companions if I have a physically weak and fragile character build, but even then not all the time because they habitually start trouble when I actually want to avoid it.
