It was a random small press release for the anniversary. "There's a next-gen upgrade for PS5/XB/PC coming in 2023."
Why are people making such a big @#$%& deal about this?

That's it. All we know. So it's like Skyrim Special Edition or Anniversary Edition.
Ok one video said there are free DLC's but maybe its not free, but there are new DLC's coming for sure, and also the TV show got news today as well, and the new options and upgrades and bug fixes and update for Fallout 4 as well.
Its not going to run any better with the 'next gen' update. Hardly anything that isn't productivity software makes any real use of mutli-threading.
And Bethesda has a track record here - a track record of doing the bare minimum.
There's no engine upgrade to upgrade the engine too like there was for SE.
Then your GPU is what is making it run garbage not your 8 core, cause I am on a RTX 3070 and Ryzen 7 2700x 8 core and it only runs bad around the main city (outside good neighbor entrance and looking north is a good place to test, I get 50fps on just this spot), but everywhere else in game I am over 100 - 144 easy
"including performance mode features for high frame rates" could be DLSS for Nvidia RTX cards and FSR for AMD cards
"quality features for 4K resolution gameplay" could be Raytrace (better shadows, reflections, and lighting) which requires DLSS / FSR to balance the performance impact that Raytrace gives, I would LOVE this if this game supports Raytrace that will be awesome, it looks amazing in Cyberpunk 2077, and I bet will look amazing in this game too
As if they cant read how to delay updates.
