Does anyone know how to fix this? this is with the "bright" headlight on my power armor

Looks pretty bright as a spotlight to me.

Do you mean "it's not very wide or broad", yeah that is what flashlights do. I'd suggest asking or looking specifically to see if that's a bug or a feature on the mod's forum.

I'm talking about how it just stops like, 5 feet from my character, and then just goes "black"

There are radius and fall off settings for all lights, including Pip Boy and Power Armor headlamps. You can create your own mod/pacth pretty easily in FO4Edit that will fix this. It will need to load after Horizen.
