Did you want help or did you just want to whine?

If it were me I would either try to fix the problem or get my money back while there is still time.

How about posting your specs, are you using mods?...

Thats odd. With those specs you should be able to handle any Bethesda game without issue. I noticed your GPU seems to be a recent model. Is it possible that older games just don't have support for it?

Make sure your system is using the RTX 2080 Ti when you are running games.
Nvidia control panel > manage 3d settings, in the right pane you should have an option somewhere to set your preffered GPU.
Another thing to check is that you have the HDMI/Display port cable plugged into the GPU port rather than motherboard HDMI/Display port.

Yeah, forgot to mention that. Some Dual GPU systems choose the wrong one for running certain programs.

i've already set the preferred GPU and the displayport is connected to the gpu but still

May help to see your spec's as steam see's them. Top of steam window > help > system information, copy and paste the info in the new window to here.
Change compatibility mode for the other games. If that doesn't work go supergodmode under win 10. And activate DRM and autoplay again.

If you are seriously expecting help with this issue, then you're going to have to provide more information, such as your system specifications—including the environment Fallout 4 is operating in, the OS and it's condition (updates, drivers, et cetera)—and detail the steps you've taken to remedy the situation, and what happened when you tried.

You are NOT going to get any meaningful help until YOU give more, else this thread just comes off as an infantile rant. (Really—this is not intended as a personal attack; this is simply frank and candid advice.)

I'm sure the solution is simple. We just need more information.

thanks for the response,
im running win10 and all the windows, gpu, and chipset drivers are up to date, as for solutions i've tried, there seems to be a lot of people fix such issues by just disconnecting the internet, which didn't work. i also disabled the gaming mode, didn't work, tried to force the game to recognize the gpu through the nvidia control panel, didn't work.
note: the games automatically sit themselves to low quality if i click reset at the beginning
