I hope I'm not offending you if you've read or heard about this already and tried this a 100 times. Pardon me beforehand.

I always install Steam in a folder all by itself, out of any Windows folders, especially Program Files.
I guess i cant exactley find a way that this helps with my nmm Not finding my Fallout4.ini file unless there is some way that you know to fix this using the tool (im using it as administrator and not through NMM btw)
I dont really understand exactley what you mean by this so I will give you what i think you are saying.
Esentually dont install things on C\program files (x32)
I dont have s program files (x32) but i do have everything installed on a C:\program files (x86). I have seen it before where steam gets a little shakey when games are installed on anything other than a D drive so will the (x86) on the c drive efect the performace of fallout 4 and thus i need to somehow create a new program "files (x__)"
I have a C:\ games\ Nexus mod manager folder and it has "Fallout4"
I dont have a c:/steam folder but unless this is necisary for a fix i dont want to move around my steam games
Basically, do not install Steam games or Steam under any UAC protection in Windows. This is usually not an issue unless you plan to install mods, such as in this case. In many mod descriptions, the mod authors even state this, about Windows UAC breaking mods.
Program files folders are such folders under UAC protection.
Best is a own Games SSD, but a own "Games" folder at C: is enough
Of course, OP, make sure any security software or processes are totally ignoring Steam and games in real-time scanning.
I only have a C drive at the moment and there is a folder named games already so should i install it there and also is there any posibility that i could just put fallout 4 in that folder instead of moving everything to that one?
Pretty sure the "My Games" folder should be fine, but personally, I just make one all for Steam only.
Now, moving Steam and games when you have a modded game can be difficult or tricky, as this helpful user mentioned......
If you decide to move Steam and the games, you might have to start all over and add your mods all over again, as the old paths to the Steam install folder will not be accurate, for your mod manager program or any other pathways that were previously created.
But having a modded game under Windows UAC can cause issues, and many mod authors say the same thing. Bethesda games such as Fallout and Elder Scrolls with mods were particularly problematic with Windows UAC and being modded, from my experience.
EDIT..There is really nothing positive with installing Steam under Windows UAC anyway, modded games or no modded games.
