thats only for survival mode. but yeah you can do that with various empty bottles on survival mode.
in normal mode you have to loot them or buy them from shops. food shops tend to have them.
Ten in total can be found at Weston water treatment plant: five at the reception desk and two in the room directly behind it.
Eight in The Third Rail.
Seven at the Railroad HQ.
Five around Power Noodles.
Five at Daisy's Discounts.
Five bottles in Dunwich Borers.
Five in Park Street station
Five inside the Shamrock Taphouse.
But that's the level of Quality we've come to expect from this game.
