just personal preference in my opinion
As stated, personal preference. However, I cannot comprehend how anyone can use a controller with any kind of first-person game. I always use mouse+keyboard. Probably the biggest reason why I could never get into consoles. Although, I *do* realize that keyboard and mouse are available for consoles.
M&K all the way
I've played console FO4 for hundreds of hours, and only done like 40 hours on PC, imo keyboard and mouse is just so much better. Every gun fight is actually fun because aiming is good and plus on PC depending on your specs, you will be able to run the game on higher graphics settings than what you would on console
What's "best" is really subjective. If you want objectivity to the question then m&k is "better" just from a statistical and responsiveness stand point, but I actually play with a Xbox controller because it's more comfortable to me in terms of position. I don't play FO4 as a first person shooter where i need quick movements or have a competitive edge. The NPC's are not that bright to begin with, and the game is quite easy to aim with a controller (unless you've never touched a gamepad before), and you always have VATS to help you in those moments anyway. Best way is to try out both if you have the option. :spyro:

Both actually, with the Auto Gamepad Switch mod. The problem with controller is lack of buttons. Keyboard doesn't have that problem. KB+M is a bot more responsive, but not enough to really matter in a SP, non-competitive game.
Use what you want, you can be pretty proficient with both if you put the time in to learn. At a certain point I disabled aim assist when using a controller because it was messing up my headshots. If you are decent with a controller try disabling aim assist.
Still, it's easier to aim with a mouse and you have more keys to work with on a keyboard. It's not a big deal or anything but M&K is superior for shooters. Controllers still have smoother movement. Which is not really a selling point for me because if you learn how to only press W and look in the direction you want to go, you can still be precise...

I'll use a controller if I have to but given the choice I'd pick M&K everytime, except for driving and racing cars. Though I don't feel like I'm at a major disadvantage using a keyboard. It's really not a big deal, just use M&K on PC. What I mean is, I wouldn't really consider using a controller in GTA on PC. But I'd consider it if I played Dirt Rally 2.0 or something like that.

Since I have very little experience playing using a controller, I much prefer the keyboard.

If one grew up playing video games on the console type players, then I would assume they would prefer the controller.
I have played at least a couple hundred hours with a controller whilst playing over a thousand hours on my mouse and keyboard, I much prefer mouse and keyboard, using the numbers to quick select weapons is a massive plus, also Place Anywhere uses function keys to make configurations. However, it really does come to personal preference, whichever you feel more comfortable playing at.
