is Enhanced Lights and FX compatible with Pip-Boy Flashlight mod? i found few comments saying that you can't use these 2 together or anything that changes lighting/effects indoors.

I am not aware of any conflicts off the top of my head. I use both, but have not rebuilt in a long time. Still, I don't recall needing any patches for ELFX.

I'm using both and haven't seen any issues.

That'd be like saying I can't use Darker Nights with the Flashlight. That's why I want both.
