2. Have you performed a clean install since this started happening?
3. What is your current load order?
4. What is saying "stuff isnt there"?

i have vortex and i reinstalled my game not long ago and i dont know what you mean by load order idk how that stuff works and its saying that the EMS isnt installed when it clearly is
Cool story bruh but how about coughing up some useful information instead of complaining about how pissed off you are? Two other people here have posted in a clear and concise manner the type of info you need to supply if you're expecting to get any real help.

I read your first and second message, all i understood is you installrd some mods and you didnt see them in the game or you arent sure if they are really loaded.
You need to talk clearly if you wanna get help. Describe the problem in details. I know z-gen is talking with a few words and expecting to get understood.. but as you see, this is only causing conflicts and unnecessary message traffic.

my app that im using for the mods is vortex and my mods arent showing up cause im missing the ESM even tho i have them in my folder, thats my problem what else is it that i need to explain?

load order is the order that your mod file are loading into the game this is important. for example:
say you have 2 mods. Mod1 and Mod2. Mod2 has a dependency to Mod1 which means in need info from Mod1. if Mod2 is loaded first then when it tries to look for the information that it needs from Mod1 then it will cause errors as the information from Mod1 hasn't been loaded yet.
not all mod dependencies need to be loaded before the given mod but sometimes its required. also remember that your plugins also need to be enabled.
OP came in looking for a "fix everything button" and someone to point them to it when what they need is a full length tutorial which are widely available. The forum sticky has info, the steam guides has info, Google/youtube has video tutorials, etc. etc.
The topic post is absolutely devoid of anything anyone could use to help them and 10 posts later the OP still hasn't given us anything we could readily assist with.
Best I can tell is Vortex is saying something isn't installed when they're reasonably sure it is. Perhaps Vortex is asking for a prerequisite mod or compatibility patch and OP is confusing it with the mod they're installing. This is the kind of stuff you would use screenshots and detailed information for.
can i not access mods while updating, or should i unstall and reinstall the mod

Don't use NMM. Use Vortex. It's simpler, easier, and smarter than NMM.
Since it's looking for the .7z that means it's looking for the packaged/zipped file, not the extracted folder. It would be in a staging location, like where you downloaded your mods to or where NMM downloaded them to--not in your Fallout 4 folder.
Then NMM would have to be told to install that .7z and it won't like if you move it. This is a process that Vortex makes as easy as dragging the file over to it's window and dropping it. Vortex makes it's own staging folder from the files letting you delete whatever you download if you want.
