No, but the commonwealth he is likely talking about existing is the Commonwealth of Nations, made up mostly of former British colonies. That does have an estimated population of 2.4 billion. I believe he thinks that the developers took the name Commonwealth from that.
Well, to be fair if you just do a search for the word commonwealth it is literally the first thing that pops up. Not a whole lot of thinking required for that.
