That's nice. Some people like more mature dark humor fallouts.
Some people prefer child friendly fallout 4.
There is nothing "mature" about seedy ♥♥♥♥♥♥ content. Its for teenagers and loners who need a hot shot release for an outlet.
How the hell does gratuitous ♥♥♥ and kiddie murder play into "post apocalyptic" atmosphere other than maybe the skelleton thing (though i do love the tongue in cheek bears nod)?
Are we really talking realism....or is it the titalation your missing tony...lets be honest.
We have all this in real life in a society with rules and guidelines. You think society won't devolve into crazy people just looking for blood and ♥♥♥?
The older fallouts barely got away with it, Bethesda doesn't want controversy and not every game has to fullfill a kiddie murder ♥♥♥♥♥♥.
Also, every BGS developed game has been like this, I don't see how F4 should be expected to be any different?
And why are you comparing F4 to 1 and 2? It was isometric niche title that got killed by it previous owner and developer, Interplay and Black Isle/Obsidian. Tony should bow down in awe that BGS resurrected a dead franchise, made it a top AAA RPG series and even gave its previous failed developer a chance to work on it as part of their fan service.

The fact that a head will explode from a headshot kill is violent enough to warrant an M rating.
Fisto is legendary for his quote. And much more humoristic than pixelbewbs. And more fitting for the game.
As for the justification of the rating: Drug Use, Profanity, Gore, Extensive Violence, ect are all common criteria that warrant an R rating for a movie, and likewise a Mature rating for some video games, in the case of Fallout 4 all these exist.
♥♥♥/suggestive themes are not required for an M rating. Those who try to criticize the M rating by saying that in a real post-apocalyptic world kids getting murdered, extreme torture (both ♥♥♥♥♥♥ and general), and ♥♥♥ in general ect. would be a thing.....well yes and that's probably something most well-to-do parents don't want their kids to be exposed to in a video game, because they know that it is a reality, and don't want their kids to be exposed to it.
Very wrong. Ratings dictate how the game is allowed to be marketed. It's common knowledge that AO and M titles are a smaller audience than T, and businesses do not often succeed by catering to niche markets. They have to either avoid going for AO/M or accept a smaller pool of people to sell to, which they are not keen to do. That is approaching a de facto ban. From the ESRB's website:
"Does the ESRB have any restrictions on how a game can be marketed?
Publishers of physical (boxed) games carrying an ESRB rating are contractually bound to follow the industry-adopted Principles and Guidelines for Responsible Advertising Practices, along with numerous additional requirements addressing how rating information must be displayed on game packaging and in advertising and certain restrictions on where ads for Mature-rated games may appear. The ESRB's Advertising Review Council (ARC) diligently monitors industry compliance, and in the event that a game publisher is found to have inappropriately labeled or advertised a product, the ESRB is empowered to compel corrective actions and impose a wide range of sanctions, including monetary fines."
The ♥♥♥ themes aren't apparent.
That would explain why I had no problem walking through an airport and shooting people in Modern Warfare 2.
