And it's a no mods no console playthrough.
Why would you want to pick both ? It's way more efficient to specialize into a single type, getting the related perk to a higher rank instead of spreading your points into several perks, and only carrying weapons relevant to that perk.
But it's true that it's a stupid design, it would have made more sense if perks were related to the type of the weapon (pistol, rifle, launcher, etc...) rather than the fire mode. Well, it just works.

I don't think the difficulty is the problem TIE is basing the discussion on. Sure a fatman, perks, mods, and console can get you threw anything but what's the roleplay game with that?
Kellogg is a perfect situation to plan food, water, sleep, weapons and ammo but is messed up by the games lack of RPG.
A couple times I have gone in as a one hit kill with a 10mm. I survive and win with the weapons and bullets taken from dead synths and leave the nuke out of it.
Missile launcher is the limit. At least with that you've got to shoot straight and shoot fast, not just wave it in the general direction of the bad guys.
I was even considering trying it with a melee weapon this time. I mean let's face it, a shotgun basically IS a melee weapon in this game. XD
