But why China? Does that location really offer anything of note?

Games design theory says that a game has to be believable and relatable to personal experience for player engagement and more importantly, for buyer interest.

For the typical buyer China doesn't rate.

There might be great interest in China itself but the Fallout series is banned, isn't it? But there would be minimal interest from most players from western countries. And there could be a backlash on the franchise. More than the flak about FO76. Take the Witcher tv series and the complaints about not respecting north-eastern European culture.

Selling games is a competition. Players have limited time and money. And they want to experience personally interesting make-believe play in an exciting environment. This is what sells.
I knew China had many things banned I figured Fallout 4 was probably on the list. But the Fallout series tends to use REAL world places that like you said are identifible. Something like the Great Wall of China would be a place that western players would be open to but it's essentially just a really big old wall.

I don't think games have to be relatable as much as the theory says. Take Farcry 4. Amazing game and in a culture that most westerns couldn't identify with although it's often considered the best in the series. On another topic there was a discussion on where the next Farcry should be, I think Hong Kong/China revolution would be great. For a fallout game not so much. It just doesn't have the right feel for a Fallout game.

But controvesy isn't necessarily a bad thing. I think if Farcry did that game it'd make a huge controversy which translates to Free PR and free advertisement of the game. Heck Ubisoft should even try to bribe a Chinese official to get his government to make a statement against that game or the software company. That'd be great...for game sales. Kind of like how Joker was received. It was heralded as something that's going to cause violence riots, chaos, mayhem, destruction. Theaters banned single people and people from dressing up from watching it. There was talk about how someone was going to do something violent like that Aurora shooter (except his red hair wasn't actually about clowns it was simply because his SJW friend dyed his hair bright blue, so he offset it by dying it bright red).

ALthough again I don't think China would be a good setting for Fallout. THe one surviving theme of Fallout is the 1950's futuristic feel and I dont think you could translate that into the Chinese Culture without changing the fundamnetals of what makes Fallout...welll Fallout.

To be fair, its only a small minority of people who give a ♥♥♥♥ about stuff like that. Most of us just like to enjoy a good TV series, regardless of it not being 1000% consistent.

But yeah, china wouldn't be the most interesting setting for me personally.

Of all the settings, China is probably the least likely. Even if there was big (paying) customer demand. The reason is that if you set a creative work in China you come under huge commercial pressure to make the view of China favourable. The recent example is the remake of Red Dawn. They were going to have the Chinese as the bad guys (no less plausible than the Russians). The Chinese government got wind of it in pre-production and pressured the studio, threatening boycotts and trade retaliation against the studio - who had a lot to lose from such threats. They caved and made the North Koreans the bad guys, which would be laughable except it's not even funny.

So unless they want to give a creative veto to the Chinese government, no major game studio or publisher is going to set a game in China.

Eventually, when the market is so big it can't be ignored, they will do what Apple and Google already do: cave to the Chinese government and do whatever they demand in order to get access to their market.

I absolutely love how if any country has a piece of FICTION that depicts it in a negative light they now throw a bitchfit about it. Well, countries as a whole are collective five year olds and always have been I suppose.

Except america. There's tons of stuff that depicts us in a negative light and most of us just go "You know, its not exactly untrue..."
