Report a translation problem
A while back, some were reporting issues with that one and suggested scrap everything instead, but pretty sure those issues were fixed with that mod.
Never seen that before myself, scrapped items reappearing without the mod being disabled.
Do you have your Steam/Fallout 4 installed in program files ? (Windows UAC folder)
Maybe a dumb question, but is it possible to run Spring Cleaning and Scrap Everything in tandem, at the same time ?
And as to your question, I have seen others say they do use both and don't have issues. Not sure of the load order, of course, but that should be easy to test or allow for your load order sorting software to handle, perhaps.
Any mod that makes direct edits to settlements (not to Workshop itself) may cause game to refresh the settlement, causing Settlement Respawn Bug.
It is very important that scrapping mod you are using is below each and every other mod editing the settlement in your load order. Otherwise the lack of VIS data (visibility for meshes, also generated in Creation Kit) can launch the bug.
Be careful with scrapping mods. Disabling PreCombined Meshes also means that game will load your settlements in pieces, instead of merged NIFs. That will hit the performance, depending on computer power and amount of stuff you build in to settlements.
I've never seen that happen. I used homemaker a bit in the past, but I only use SOE these days. I would be very concerned if I saw that happening in my game.
