can't place landmines?

Assuming you have the mines equipped, it's the difference between tapping the button and holding the button.

I do... but it kind of hit and miss with the melee attack, I have no idea why they set the melee attack/throw grenade/set landmine for the same hot key. I have not been able to throw a grenade during the entire game, wound up giving them to my companions and they use them. I think i was not backed away far enough from the previous one I set down. I finally got three down for the assualtron protecting nigel's serem in the institute (really the first time I wanted to use them). I blew off it's legs and it was chasing me all around, crawling on the floor with it's arms like in the Terminator...lol

Go to options then keyboard controls. Change it. You got more keys on your board then you need in game.

if this was any other game ..yes you could do that, but the developers at bethesda decided to incorporate the three to one hot key (the dumbest thing I have ever seen) in game controller options https://imgur.com/a/XS5i7Tn

you do have them equipped right? click them in inventory so they have the square icon next to them then press and hold the action key

Let's say you've got the mines equipped, and the number of them remaining is visible in the corner of your screen. You start holding down the bash button, and then what happens?

Do you hear an audible click after a moment to let you know the mine is ready to deploy?
Does it bash even though you're still holding down the button waiting for the click?
Is there no click, and it does nothing?

Not sure if you understand what others are saying here, but having them in your inventory is not having them equipped, necessarily.

You have to find them in your inventory menu and actually select them. You can have you primary weapon equipped and at the same time have an explosive equipped (land mine, grenade, bottlecap mine, plasma grenade, etc.)

It really sounds like you don't have them actually equipped.

Yep your right i forgot. 1 option left, mods. There is 1 on the nexus, i can remember.
