You don't need a mod, the console does that fine.
Replace 100 with a number between 1 and 2000, but I don't suggest increasing weight limit beyond that or your inventory may start to lag. You can also use a negative number to reduce carry weight. The effect is permanent and is a change to your base carry weight so all bonuses still apply.
15 capacity is an odd number. Deep pocket armor is +20, food is 25, and 1 point of STR is 10. That sounds like a backpack mod to me.
Well there are a lot of possibilities. While Grilled Radstag (or Gazelle steak, or other counterpart) is 25, there are other things to eat and drink that provide different amounts. Ice cold Nuka Power for example, is +60
After some research, there is one that does a +15. Did you happen to drink Vim Quartz?
Deep pocket only adds 10lbs of weight, but some armor can be around 15-30lbs making it pointless. Ultra light reduces the weight and gives you some AP, better deal with some types of armor.

You enter commands into it and stuff happens, I guess. The previous suggestion to do "player.modav carryweight 100" will add 100 points of carrying capacity to your inventory. Of course, the '100' can be substituted for whatever you feel.
