I don't remember the entire reason for it being there, but it's basically there so that consoles can get mods that would not be uh...copy right or something along those lines. If i do find that Page about it I'll link it but don't hold your breath.
It's not recommended to have two of the same mods from CC and Nexus as that cause the game to freak out and have some functions of the mod to behave weird.
In short: No you don't need Creation Club stuff to enjoy your game. Yes there are some things in there that are not on Nexus like the Donut Settlement stuff...but it's not like you're missing anything major. again there for console players.
They are both good. CC is very tight and pro for sure and also official story and all that and balanced. Those are good things.
CC also great for those that dont want to bother with modding which is fine to.
Nexusmods.com has 30,000 mods and many that are must haves and many that are not and everything in between and couldnt be more highly recommended.
Fallout 4 would be a 7/10 without Nexusmods, 10/10 with, so credit where credit is due, the CC is just as good though, and Fallout 4 being made for modding is to thank for it all.

2) You don't.
3) Yes
Some of those CC items are made by the same modders that made stuff on Nexus.
So obviously "your donations" through Nexus for "free mods" were not enough to prevent that.
One CC mod was a 5$ power armor paintjob. What was the paintjob? Black. Thats it. They tried to charge 5$ for that. If that informs you at all.
Also their mods are placed in a unique variant of ESL that has an annoying tendency to not turn off even when disabled, creating issues.
Personally If I got green lite for CC I'd request to set my own price of each of my mods alongside a promise written contract stating I can release my content packs in parts, so while I can't reason an entire DLC at once for 20$ I could part it out 1$ at a time, but something tells me that If I created 10 sets of armor & sold them at 10$ cents each it would undermine the sells of the 5$ paint jobs.
The better quality line is BS, they are not, you can go on Nexus and find mods that fix bugs in CC items the Bethesda does not bother to fix even at the high prices they charge for them
And you have to spend even more than the listed price because you can't buy the idem directly you have to buy credits and the make them in packages that do not line up with the cost of items in the store.
Say you want an item that costs 500 credits, you have to buy at least 750 credits. You can't just pay them 5 bucks for the item
The whole thing is a scam to grab money from you, and not give any real amount of money to the maker (e.g. they might offer you $1000 (the max) for you to make an item that takes you 100 hours to make so $10 an hour)
So they are ripping off both you and the CC item maker an pocketing the money not even bothering to fix bugs
Are we to expect MICROTRANSACTIONS in the next Elder Scrolls installment? Is that really something that ANYONE wants to happen?
8-12Ghz CPUs Entry LV Graphic Card with the power of a 2080ti... Don't expect any miracles/leap forwards in tech within the next 3 years maybe 9 years we should be at this point maybe..
