Unless you modded in invulnerable power armour he shouldn't be that difficult to kill.
If you have singleshot weapons and have the marksman perk up to 3/4 you can chew through them easily.
I lowered the dificulty. This mass fusion mission is just terribly off balance if you play for the institute. Elvator hits ground floor, power armored dude falls from the sky right in front of you. Stupid scripted stuff...
Later when you steal the core, the assaultrons come and other heavy guys. All by yourself, no companions. Forget it.
His level isn't as relevant as his skill level, which is apparently bad. Power Armor enemies are like a 6/10 difficulty level. Might as well quit before you run into chameleon deathclaws or a legendary cricket. Or, y'know.. use psychojet and just shoot them to death like everything else in the game.
(might take a while, but it'll get your frustrations out).

The game provides tools for you to use in difficult situations. If you're not willing to use them, that's your problem. Don't sit there whining about game design to us, we didn't make it. Do you want solutions or do you just want to ♥♥♥♥♥ at strangers?
