What about the Gunners? Are they just as generic?
(There's a mod to fix that)
If you want more depth added to various enemy factions, you can either imagine it (which is what I would consider roleplaying) or you can mod it in. It's kinda like expecting all of the goombas and koopas from Mario to have special classifications or ranks. Colonel Koopa, 1st Brigade? Hard to notice how many chevrons are on his arm when Mario just jumps on him and kills him, then runs past.
However, since there is no real info on this, oh well, guess I will have to think of smth.

I thoght the original plan was for them to be an alternative to the minutemen.
Having different systems than each other doesn't equate to stricter hierarchies either. Plus, if you're hoping Bethesda is going to do all the work writing story and adding character... I mean.. that's one thing they're really awful at, and they've proven it over and over through the years. Can you name a member of the Thieves Guild from Skyrim without wiki? I can't, and I played that game for hundreds of hours.
I figure the gunners do have a more formal command structure then generic raiders.
On paper they do but you never see it come into practice apart from a few holotapes with orders.
