A problem with a lot of these mods is that they add grass or bushes to settlement build areas and roads and concrete. This isn't a problem if you don't mind grass poking through floors or in the middle of fields, There are mods that overwrite the scenery mods which attempt to keep the important areas clear. None are 100% successful.
Regarding the resurrections, regrowth etc they were ok in their time but look a bit dated now. They all have errors.
Some grass mods look great on nexus but they often don't cover the map, just a few areas and can be patchy.
The best looking scenery that I have seen is based on Borealis plus other mods, as shown here.

The colours look natural. The screenshots look tinted due to enb or similar.

The "Clean and Simple" mods work with some settlements, with differing levels of success depending on the settlement.
Performance-wise I haven't encountered any issues using an average pc. Downtown is a problem, but that's normal.
It's also possible to unzip the mods and cherry-pick textures.
And what would be the load order for all that?
Borealis > CC > True Grass > BNS > BNS LOD ?
And what does BNS even do? It's mod page doesn't really describe the mod at all.
1) Yes.
2) Load is decided by what you want to take precedence. Whatever is loaded later overrides what is loaded earlier. It takes a few seconds to swap things around in Mod Organizer 2 and maybe Vortex to test the visual difference of different load orders.
