Best way to use the Double barrel shotgun?
I really like it and I try to get as much range and accuracy as possible but it really only works when shooting someone in the face.

Any way I can improve it more?

Playing on survival difficulty

use it on survival? i would take the combat shot gun a really nice gun when upgraded, it suck to have to reload after 2 shot getting killed and lose 30 miles walking progress.

Take it to the weapons bench and look at the mods. I'm sure a compensator, muzzle break or other mod increases range at the cost of damage. But the range will still be pretty short.
A shotgun will never be a sniper rifle, no matter what mods you put on it.
They're meant for close range.

The longest range I've ever gotten with any shotgun is 71. That's with a long barrel and NOTHING on the end of the barrel. I get rid of my double barrel as quickly as possible, and replace it with a combat shotgun. I think they become available around level 10 or so.

If you ever use jet in combat with a 2 barrel shotgun, you will notice that about 90 percent of the time everything's slowed down you spend reloading the damned thing. It is a very bad weapon.
Explosive double barrel shotgun is pretty good. With the right perks, it can do a huge amount of damage up close. Only problem is worrying about the splash damage killing you too.

I found the Combat Shotgun, but since the fire rate is pretty annoying.

So I really like the Double Barreled shotgun. The upgrade I gave it has given it a fire rate of 181, so it might only have 2 shots, but its a damage of 78 that can come out very fast.

Mods are: Advanced Receiver, Long Barrel, Full Stock, Reflex Sight and no muzzle to keep the range at 71. Accuracy is only 37 though. But this way it weighs less than the combat shotgun, and the combat shotgun although it can get better damage and such, feels inadequate with a fire rate below 30.

But I found a special baseball bat. Its slow, but when you mod it to aluminum and bladed it gives 69 damage per hit, and it causes the target to bleed. The special thing about it, is it takes 40% less action points, so its pretty effective against almost anything.

Still, the double barreled shotgun, which I renamed "Super Shotgun" thanks to Doom, can aim at weak points and it does have a bit of range. If you are suddenly in a fight with people surrounding you but close to you, the Super Shotgun can often take out two of them pretty fast, or at least one. I also feel that by the time the Combat Shotgun has come to its third shot, you probably already reloaded your Super Shotgun again anyway.

But all that said, I have not found this one yet. Well, I have a never ending gun, but its a pipe kind. A never ending Super Shotgun? That could bring Hell on Earth :P

Best way to get legendaries seems to hunt down legendary enemies? I guess they are at fixed points in the game, instead of random spawns?
JUST GET THE NEVER ENDING DOUBLE BARREL AND THE PERKS THAT HAS A BUFF FOR THAT.Now please, close this thread.(Don't get me wrong because i was writing in Caps Lock.Just trying to be more dramatic.)

Set a higher diffuculty and farm legendary bandits.

By default, the combat shotgun is semi-auto, but you can mod it into full-auto, which is sort of useless since the fire rate doesn't help either way.

That is correct. Some legendaries will only spawn on certain enemies, at certain regions of the map. There are many different legendary item pools, so you might want to strike specific spots in order to farm specific weapons.

Not sure if the effects themselves are sorted by pools as well, though.
