Edited to add, did you make sure you have all required addional mods required for any mod downloaded from the nexus?
If it does appear as installed in the mod tab, go to the plugin tab and make sure it's clicked (after reinstalling through FOMOD).
edit: Doesn't have an .esm, either.
1. Make sure you have the Custom.ini lines added correctly, which you probably do or your other mods wouldn't work.
2. If you launch the game with F4SE you have to add a line to the default Prefs.ini in the game folder or the Interface won't show up.
3. Make sure you added the lines to the Fallout4.ini and the Fallout4Prefs.ini located in Documents/My Games/Fallout 4 where the Custom.ini is also located.
Which SSEX file did you download? If you installed the first vanilla file, then everything should be in the vanilla menus, AS LONG AS no other mod has modified those menus.
If you downloaded the second file on the list, it Requires SKE[Settlement Keywords Expanded] to be installed. You don't have SKE. With it there is a SKE mods menu at the far right of the build menus main categories and all of SSEX's items will be under the SKE icon.
Edit; I have no clue why the Minutemen mod isn't working. It may be that you have not encountered what it does yet. As stated before, just play the game.
*********************All those mods with so little time into the game was Not a real good idea. I strongly suggest that you play for many more hours and at least reach Diamond City Before downloading more mods.********************************
Oh yeah, I also suggest you get rid of any mod that references DLC you don't own[Far Harbor].
Then I read a suggestion to download the mod from nexus using the mod manager. Shut down the mod manager and restart it with administrator rights, and then install the mod.
This approach work for me, but I'm not entirely sure why it should make any difference.
You always need to run Steam, your games and NMM as the Administrator of your pc. Without that you don't have full permissions to make changes to files that are on your hard drive.
