No clue. I don't use glitch/exploit or even mods. Use the console command to add yourself one point at worst or use mods.
Or is it a risk that by passing npc´s pick it up when its left there? I dont know.
in the console spawns one "you´re special" book next to your char on the ground. Depending on the location it can happen that it falls into the ground and because its so thin it becomes unreachable so you probably have to try it again or change position.
I wanted to gain all the achivements before using mods and stuff.
No one cares if i use a mod to enable console and then another one to enable achivements but this is more of a psychological thing to me and at this point if i just ignore that extra point and keep my save clean it would effect me in the same way as doing it the otherway with mods to gain the extra point.
Restart the game. Play it better , smarter and extend this game's life for you :P
But think of it this way... The game isn't perfect and it does have it's little flaws and glitches. So you're perfectly save to help yourself to a perk point with a console command. You're not cheating, but you're fixing an otherwise imperfect game and make it perfect for you. You'll end up with the missing perk point which you should have gotten anyway, and you've fixed an imperfect situation, too. It doesn't get any more perfect than this.
The console command is:
CGF "Game.AddPerkPoints" 1
It will add 1 perk point to the chart for you to spend.
