Your lucky, while he works now, Ur Dragon used to be bugged for me where I'd hear him talk to me but then he wouldn't show up. I waited over an hour for him and tried all kinds of things with leaving, entering, re-entering. Lukily it seemed to correct itself (or got patched) and I've managed to score a few kills.

Waiting over an hour in a single player game for a dragon is somehow seriously wrong. This is coming from someone who waited weeks for a dragon in EverQuest :P

IIRC, all you have to do is ferrystone out and reenter, unless this is a different issue.
