Although they're 100% more tolerable this time around since I'm playing it with Japanese voices and these actors don't all sound like random people taken from the street and then told to recite awkward lines at gunpoint while standing in an empty room.

Wakka isn't even that racist, it mostly amounts to a few lines where he puts his foot in his mouth, but quickly goes away-- he has to deal with accepting that Yevon isn't always right, and expresses his struggle between what he feels in his heart, and what's been placed in his brain.
Tidus not only matures, but his general exasperated attitude makes sense if you consider that everything in his life was ripped away, and his life wasn't exactly all that great to begin with. He wants to step out of his father's shadow, ultimately.
Auron is just disillusioned after the events 10 years prior(and even before then), but very much has a goal in mind, after the promises he made to Braska and Jecht.
Yuna wants to please everyone, and eventually learns to not be a doormat. She wants to live up to her father's shadow, but winds up making a name for herself.
Lulu puts up a cynical front because she understand the grim reality of things, and because of her own past constantly haunting her. Tidus rubs off on her, since his naivete also gives him a much fresher outlook on life by comparison.
Kimahri can not only gain double overdrives in battle, but his balanced nature means you can make him any sort of powerhouse. Also, his Rages get damn awesome. Since his weapons tend to get piercing, you can have him take over for both Auron and Lulu when it comes to taking down armored and elemental foes.
Rikku seems useless until you discover that she's the best healer for much of the game, and can OHKO certain enemies.
VA-wise, I liked the cast a lot, Hedy Burress proved she didn't always have to speak in a pregnant pause with X-2, James Arnold Taylor showed off an amazing ability to do vocal evolution, Gregg Berger was the ♥♥♥♥♥♥♥ The Pain in MGS3, and John DiMaggio and Tara Strong are legendary, period.
But I feel like the VA butchered the execution.
You're confusing the character with the person. Wakka's racism makes him a bad person, not a bad character. Having no reason for the racism would make him a bad character.
