Which Button for sign new Blitz Ball player?

I wanna find new Blitz Ball player into team. But I don't know how? When? Which button? FOR COMPUTER

short: Z or Y
long: press ESC, go to system settings, key bindings, then keyboard. The blitzball scouting is mentioned there, default should be Z. But it also could be Y in your case if the game can detect the correct keyboard layout. Try both or look at your settings.

And remember that not all people are active for scouting. If I remember correctly, there is only one player available at the Shoopuff Station.

lightning inn barmaid , calm land merchant, etc.. (also wakka, after progression in the game you can make him back and hire him on the team)
