Report a translation problem
The upside is, it's been around so long ANY question you have will have been asked and answered many times, so Google, This forum, and the official forums are a treasure trove of info. The community is great, and there is no "dumb" question. But googling first, and then searching the forums will usually provide your answer without waiting for a post response.
Hang in there, it will take time, and you will be frustrated, but there is a LOT to learn, there's no figuring everything out in a week or a month.
For a while, you will find something that you don't know how to do. But after a few months, things will start clicking a little better.
Couple of tips. Don't leave the "starter zone" until you're ready (you can't go back there unless you start over) and try not to fly without enough cash to "re-buy" your ship if you get destroyed (and you will).

As long you are in the starter ship there is not much to lose really, so just don't be afraid doing something wrong, just try things. Maybe start with some easy missions.
And buy yourself a fuel scoop, then you can refuel flying close to stars. But be careful not to fly too close. Training fuel scooping with the starter ship is a good start.

Depends what you want to scan for.
If you just want to see if they've got a wanted tag, all you've got to do is target lock them and look at them for a few seconds.
This also allows you to see their internal modules, so you know if you're going up against a ship that's basically a solid brick of armour, with an engine pushing it around, and enough weapons to vaporise you; or it's a tin foil box that you'll beat quickly (left hand panel, a new tab appears while you're locked on to a target).
You can also use the data link and composition scanners without equipping anything. Just set it in the fire groups section of your right hand panel.
If you want to see what cargo they've got, you'll need a manifest scanner.
If you want to see if they have bounties outside the system you're currently in, you'll need a Kill Warrant Scanner (aka KWS).
If you want to chase someone across star systems, you'll need a wake scanner.

I avoid open world untill I will be confident enough
Check missions in different ports you dock in.
Don't try to make money trading.
Remove your weapons. They're crap.
Scan every unknown body in a system using the full spectrum scanner. These can pay many times what courier jobs pay.
Try to improve your ship equipment. Get a good drive, powerplant, thrusters, etc.
After you collect at least 100-250k, buy an Adder. That is a mighty improvement over the Sidewinder.
Some more detailed advice:
With the Adder you can:
- carry 12t of cargo
- forget about a fuel scoop (it has a large fuel tank)
- install a SRV bay and buy a planetary vehicle; you can collect valuables from planets and retreive items from wrecks
- fit a class 3 shield (needed for jobs that involve pirates trying to kill you)
- stack cargo retreival missions that pay >150k
- earn money on the side scanning and selling detailed scans
- outrun pirates trying to interdict you
Adder is limited in many ways too. It cannot fight well, and it's almost impossible to outfit it for mining. But what it can do, is earn you 4-5 million in a couple of days. And that is a lot of money for a starter pilot!
As soon as you can afford a Detailed Surface Scanner, buy it! (you can sell the Supercruise assist; fly yourself. Keep the planetary assist and docking autopilot).
The DSS isn't a scanner really, it's a planetary probe controller but whatever. It scans planet surfaces.
Outfit your ship for as much range, speed and shield strength as you can afford.
Take courier jobs and cargo retreival missions. When flying to your destination, explore in detail every unknown system.
If the system has a metal rich, or ocean world or terrestrial planet, scan that planet with a DSS for piles of money!
When you arrive at the system where you have to find lost cargo, you will either be given the signal source or you will have to find it yourself.
Scan the star's Nav Beacon (dangerous), or use the full spectrum scanner to find the signal. Most signals dissapear after a time, but this one is permanent. Also has a different color.
Once you find your destination, first finish exploring/scanning the system and mapping any valuable planets.
Then when you are sure you are done, pick another star system as your escape route. LOCK it on the map! Now you can press the next nav point key any time to have it targetted!
Finally, supercruise to your signal and get ready for trouble.
Put all your power into systems (four pips in SYS) for max shields, and drop out of supercruise.
Quickly find the cargo you have to collect. Usually it's just one item but sometimes it's two or more.
Activate your cargo scoop and collect the thing. Be quick but do it safely.
As soon as you got it, close cargo scoop, hit max thrust and boost. Hit your nav key to target the star you're escaping to, and activate the drive. This cannot be interrupted by enemy ships.
If there are enemy ships attacking you, ignore them and try to point yourself to your escape vector. Dodge any enemy fire as best as you can for the few seconds it takes the drive to warm up.
And you're out.
Bring the cargo to the station and claim your reward, OR go straight to the next mission. Don't be shy stacking these missions. The time limit is generous.

In this particular case you will want to 'search nearest'-> 'Near Star system': Chamberlain -> 'View additional options'-> 'Star system properties'-> 'Minor Faction Present' [name of the faction].
You've confused the fuel scoop for the cargo scoop.

For lack of a more tactful approach: this isn't an accurate statement.
there are three providers to redeem bounties. First, of course, from a location that has a representative of that faction.
Second is through a location that has "interstellar factor" service. It is a place you can go to redeem bounties from anywhere. Additionally here you can pay off bounties you might conversely find applied to yourself without getting sent to prison, and importantly avoiding the impounding of ships. It costs more than the value of the fine or bounty to pay it off, so fines are better to deal with in person. if you want to bountyhunt; If you take anything away from this comment be sure to remember "interstellar factor".
you can always find IF on the galaxy map as there is a (edit) player data > map mode filter that will highlight systems where they exist.
the third place to redeem is through a powerplay representative.
