Slightly confused regarding Anarchy and Piracy.
I'm trying piracy for the first time in any Elite game (I'm a goody two shoes at heart), testing it out in Solo mode first, and I'm slightly confused.

I was under the impression that Anarchy Systems had no Government at all, and any station in that system may be run by a faction that is allied with the Federation/Empire etc, but the system itself is a total free for all.

Well, here is my snag. I keep getting bounties. I thought that was not the case in Anarchy Systems, the main reason why you would perform piracy in such a system is to avoid the law and the fines you may incur.

From a precursory check of my neighbourhood, any "None" government systems don't even have Nav Beacons, so you are limited to Signal Sources for the most part.

I must be missing something here, anyone like to uncloud a old mans brain? =D

Are these cross system bounties? I mean any faction can issue bounties - regardless of system government.

Just incurring standard in-system bounties, like as if I were practicing piracy on the doorstep of Federation HQ.

If I were shooting up stuff around stations I would understand it, but nope, just in open space, or Nav Beacons. Hence my confusion! D=

report all crimes against me: on/off

I bet that's automated and happens pretty quickly upon the first shot landing.

No, I mean, like, sure in a Fed/Emp/Indep/Alli system I would expect the fines to roll in, just not an Anarchy system. Like I say, the point of piracy in an Anarchy system is to avoid bounties. I'm just confused.

If I were wanting to Pirate "full time" I wouldn't care what systems I'd hit, I'm just trying it out 'cos I've never pirated in any Elite game, hell I hadn't even mined before (not counting the bugged MB4 mining machines). So, just a bit odd, in my mind, to attain bounties in a supposedly lawless system.

Hm, you got a point there. However, since there are also different factions at large in Anarchy systems, shooting those who are actually in control and thus act as "Security" force might result in Bounties placed on your head (although i have yet to have that happen to me, and i've been shooting Security Ships in Anarchy systems. Buggers didn't like that i blasted other ships of their faction who were labelled "Wanted").

Although you can't see them, the space inside a star system has boundaries and borders. The star system as a whole, and any completely uninhabited planets within the star system, have one government - the one listed as the "Controlling faction" on the system map. And it will be this faction's police/navy ships that patrol in supercruise.

Note: just because a faction rules over most or all of the stations in a star system, does not necessarily make them the "controlling faction" of a star system.

But the space around specific planets and stations is controlled by the faction in control of that station, and the rules regarding the type of government on that station apply within that space. Thus, you can have a "bubble" of anarchy around an anarchy-ruled station where Federation laws don't apply inside an otherwise Federation-ruled system. Or vice versa: a bubble of Federation rule inside an anarchy, where Federation laws do apply.

As I said, you can't see or easily predict where these spheres of influence change (though this may change if/when the promised orrery-view system map ever eventuates). But you can tell who controls the space you're in at any given time; down at the bottom-left of the control screen it will name the starport or planet you are close to (or it will say "Deep space" if you aren't near anything), and which faction controls it. If you aren't sure of the allegiance of that faction, check it in the list of factions on the right-hand screen.

Another handy guide as to whether or not you're in Anarchy space is the appearance of the word "lawlless" in the ship description of your target. "Lawless" means you're in anarchy space and you're free to open fire withour consequences. If it doesn't say "lawless", then you will get a bounty if you shoot it.

Note: I don't know what happens if you open fire on a target in an anarchy before the scan is complete.
