If you're shooting at an NPC in a Lawless zone, the faction that owns the ship will still disapprove of you blowing their ship up. But they won't place a bounty on you.
I figured it was people like me who'd been earning credits by smuggling. Lawbreakers who hadn't technically been caught yet so had no bounty... Doh!
Also if that's the case, why do some people still show up as wanted?

lawless: can be killed in this system without getting a bounty yourself
So, if you kill guys who are lawless, you do not always get a bounty.
Lawless can be that he is from the "wrong" faction, so you can kill him here, but perhaps only here (in this system) without any penalty.
I have seen reports of Anarchies not working properly, but it may simply be a case of people using obsolete Galactic Map data, rather than relying on the SYstem Map, which is always up to date.
