how to get fuel scoop

i went on eddb to a station with a fuel scoop but i cant find the fuel scoop anywhere to buy

Fuel Scoop is a Optional Internal.
Look INARA ( https://inara.cz/outfitting/ )
Select Fuel Scoop and click on the Size you need. You get all System and Stations sell Fuel Scoop.

Plenty of stations sell fuel scoops, though I'm not too sure about the newbie zone. When using EDDB make sure to only set the selection to the fuel scoop (and wanted size) as well as the optional reference system (= the system you're at).
