Definitely get Odyssey.
Horizons is included in the base game anyway.
If you look at Recent reviews for Ody instead of the overall reviews you'll get a better picture. When it launched there were tons of disappointed people and they did not hold back.
There are so many people coming back recently. Great to see.
Odyssey is the new DLC and it added on foot gameplay (with around 20 different settlements types to explore) and one ground vehicle (increasing the number from 1 to 2) and no new ships to the game.
Also the on foot part doesn't support headtracking and stereoscopic view in VR.
With the price for the base game very low i would take Odyssey just because it adds more gameplay loops to the game.
Apart from the Python Mk II and the Type-8.
And the Mandalay and soon the Cobra Mk5.
Buy the base game (since it is only $6 right now) and play it for a bit before buying Odyssey which has very poor reviews for a variety of reasons. See if you like it.
