While this is accurate, I'd like to add:
If you're not in a rush, keep exploring for a while and keep an eye out for community goals that want exploration data.
If memory serves they don't increase your rank any faster but you could get a massive amount more credits, plus whatever other bonuses the CG offers.

As @Edelweiss already mentioned above me there is no difference. The only obstacle is that you need to sell data at least 2ly away (from mind). Simply put: you can't expect to sell the data you gathered from system one to a neighboring system close by.
But the price is always right :-)
Another thing to keep in mind: there is pretty much always new data to collect. The universe is 3D, and you can even tell your nav computer ("galaxy map") to only select systems for your route which you haven't visited before. Unless you made a habit of glossing over systems this means: more data to collect.
I'm half way of getting my 2nd tier in Explorer Elite and ... my take? If you want it, go for it. Don't try shortcuts like these. Boooring! Nah, if you're in the bubble you're bound to spot some of the nebulea in the backdrop. Fun fact: you can actually head out there and see 'm up close. IMO an awesome experience because as you get closer the backdrop gets larger, and larger and ... yeah, spoilers! :P
But trips like those are bound to get you somewhere. I had Elite long before I went to Colonia for example, and most I did outside the bubble was going towards nearbye nebulea and of course a new trip to Maia.
Reminds me that I need to go there again because I never experienced the vibe in Odyssey. I was amazed within Horizons but... who knows.
No matter what I'm doing, every time I enter a system, even if I've been there before, after fuel scooping I always use my discovery scanner before jumping to next system and this adds up, even if you aren't out exploring. So, the added 200% will be a nice bonus.
Do not fly around the bubble with a ton of exploration data.
