The Star before Rackham's as mentioned only has one star in the system, once it's full, no one can Leave Rackham's.

Go to PTN discord ask them to move a carrier so you can move in. They are nice fellow and litteraly have a chan for that.
Try to ask politely^^

They always make a big booze cruise everytime there is a holiday in rakam.
