What, can I survive combat with 10 hostile with a G1 weapon then and do upgrade when used a weapon and suit long enough?
Yes, but it can be really hard depending on what level the hostiles are. Against level 1 hostiles (1 shield bar, or 1 chevron rank) you should have no issues, though don't let them all gank you at once, try to sprint around and isolate them.
However, I can't turn on Night Vision which I have bound key to be same as Ship & SRV - why? Also, scanner doesn't show mission target like SRV missions - bug or intended?
It's good mission accepted in concourse can be completed in ship - would be good if we can accept On Foot missions in ship to save disembarking, catching the lift, etc. Didn't want space legs ;P
Night Vision for suits is an engineering modification, from one of the harder Engineers to unlock.
Seriously, more grinding ;p What's the fastest or easiest way to grind the engineers?

Take and complete 10 Reactivation Style missions (The power Regulator ones)

Now you need to find 5 canisters of Genetic Repair Meds (Not to be confused with G-meds). I've found these mostly in INDUSTRIAL settlements, inside the Manufacturing buildings in-house laboratory or industrial lockers.
Now you have the referral for Terra Vasquez, to unlock her, you need to complete 6 COVERT Heist or COVERT theft missions. They have to be COVERT tagged (Objective of do not trigger settlement alarms). These are among the most time-consuming missions, theft are easier than heist, but I think you need 6 of both.
After unlocking Terra Vasquez, you need to source 15 Financial projection data from settlements, and provide them to her for a referral to Oden Geiger
Once you've done that you need to sell a total sum of 20 (in any combination according to the wiki) of Biological Sample (Probably the easiest to find), employee genetic data or genetic research. Then you can finally use Oden Geiger.

Also, can you acquire engineer mats from settlements or must complete Foot missions?
Well you just murdered someone, so it's not a huge surprise their mates decided to shoot you.
Life on on the frontier is tough.
Welp in EDH when killed in SRV, mission can still be completed ;P
