It heavily depends on the state of the system you're in.

Look for star systems with problems, like Infrastructure Failure. They will have those missions available there.

There is. This game has a lot of patterns that are logical to expect in this or that situation. Think what would be logical to do, and try it - you might be pleasantly surprised that it works. :)
