Report a translation problem
Ray Gateway and Jensen Gateway have most of the normal Ships, and being Li Yong Rui, territory they usually have 15% off everything.
Though Lately I dock myself at the typical Jameson Memorial has every ship, weapon and module, at 10% discount.
Alternatively if you don't have an Elite rank yet, head over to Diaguandri. They've got most ships and modules, and you get the Li Yong Rui discount.
Or you could just use EDDB to search for the nearest location that has what you're looking for (make sure to check the age of the data before setting off). If you're still quite early in the game, I recommend filtering EDDB to show you Li Yong Rui systems so you can take advantage of the aforementioned discount.

Create a bookmark and rename it to HOME. Also, choose a station that isn't too far from the local system's main star, no more than 100-300 Ls away. And should you prefer a planetary homebase then make sure it has the facilities mentioned above.

My current home system only has one planet with one orbiting station, one planetary port with shipyard, interstellar contacts and everything. Plus it's just 200 Ls from the star so everything is easy and comfy. As you can imagine, all planetary on-foot missions are easily done since they all take place around the corner (just one planet hehe).
I Sola Prospect in the Brestla system. Planetary Outpost. Sells all ships and modules, but at 20% higher costs than usual. Is not permit-locked.
Jameson Memorial in the Shinrarta Dezhra system. Orbis Starport. Sells all ships and modules at a 10% discount. Requires an Elite rank.
Attilius Orbital in the CD-43 11917 system. Orbis Starport. Sells all ships and modules, many of which are at a 20% or 30% discount. Requires a Prestige rank in CQC.
And of course, remember to go get your free Anaconda and exclusive Hutton Mug at Hutton Orbital in the Alpha Centauri system.

Why is them running out of fuel the best case scenario? It is likely they'll look for some way to get a refuel, which will probably lead to them finding out about the Fuel Rats. That is in fact how both me and some of my friends found out about the Fuel Rats - we went unprepared into a too long in-system flight and ran out of fuel partway there.
I think its more folks just don't pay attention to how long folks have been playing things, or think that its a clever impressive trick to play. When I'm more or less just looking for guidance and a general "how does everyone else pick a homebase." It's funny the first 12 times, but quickly gets old.
My current station is Matheson station in Marrivits and my 4 ships (including my anaconda (the St. Honk Honk)) is based. I picked it originally because of its proximity to the edge of the bubble but I'm finding its not a great place to outfit ships. But its been a federated system with naval strikes available to boost my fedderation level so I've been doing that and running mining excursions returning there when done. But in chosing a new place to base to at this point I was just looking for what other players look for or wondering if there were systems that "had it all" and am Pleased to see these do exist. I might just wait until after I hit elite in trader though and base at jameson from the sounds. I was considering rebasing to somewhere in Sol though too.
My only question is will that matter if i'm marked as hostile in the system? Me and my bud were trying to figure out how to increase our naval rank and we thought that joining a squadron allied to the federation would do it, only to find out a few hours later that it's just taking questions marked "naval strike" essentially -.- Anyway my point is I'm marked as hostile to li-yong-rui. And it hasn't caused an issue yet with visiting borr (which I usually use as a shipyard since it tends to be around where I usually operate) but it is not where I base.
