rafts makes sense, and then they added speedboats....
I agree that the ATV makes absolutely no sense to the game, neither does a speedboat. But tell that to everyone who has been waiting for it to be in game since the start of this whole charade and you'll be lynched.
Their argument will sound like this --> "The game is called Survival Evolved" <- keyword being "evolved".
In other words, they seem to not want dinos at all, but a car/shooting game. I wonder, why don't they just go play GTA? But alas, I wont ask, I rather keep my head on my neck and shoulders.
Soon they will most likely add a helicopter, or why not a jet.
At least one of those would make sense since they completely wrecked the speed of all fliers in the game anyway, so something needs to compensate that.

Look at accessing dense jungles in real life, such as the amazon rainforest - cars are very rarely used in such a situation because they're more trouble than they're worth, but boating up a river or flying to your destination in a chopper is logical. And it would make sense to me too, that in a situation like this with a jungle island and sufficiently advanced tech, some survivors would try to explore that route.
So long as they were kept balanced then it would be reasonable, if you ask me. And those elements would be balanced. The raft kinda does something that many underwater tames don't do - offer a bulk cargo transfer abillity across water and a mobile base which can float. The motorboat does the same, but with more defense and speed. And a heli could be balanced by offering speed and mobility, at the cost of extreme resource consumption (takes a lot to make it and uses a lot of fuel) and low weight capacity. So again each element would have it's nieche, it's role to fulfil, without treading on the toes of the other game elements (dinos). And it would be logical too.
The buggy, imo, is illogical, for reasons we've already stated. Moving a car through a dense, rocky, and mountainous jungle is more trouble than it's worth. And unlike the raft and the heli, it doesn't fill a role that dinos do not already do better. It's not as good a weight carrier as a wooly rhino or paracer, it isn't as fast as a procoptodon or a galli, it isn't a fighting mount like a rex, etc etc. It has no purpose which makes it unique and special, and it doesn't fit the game's setting either.
It seems you are forgetting about the whole Scorched Earth map. The buggy is perfect for zooming around the desert (assuming the traction on the thing doesn't bug out and make you do a 360 since they 'fixed' it).
But no, they serve us an ATV and a speedboat.
I see no point with a speedboat, and I am one who rather stay above water than beneath so I tend to not venture anywhere even on a dolphin, coz the moment I get beneath watersurface I freak out like a baby :/ But that at least kept it interesting. Speedboat, dunno... As long as its only for speed and not carrying cargo or building on, I guess whatever floats, you know. But for me personally, it's no deal.
Maybe they will make it so manticore unlocks it.
And high altitude strategic bombing.
And, and, satilites and space stations.... and an unlimited universe of billions and billions of planets.... oh, wait.
You may be right, I don't have SE so it may suit better on there but I can't comment on it. But I do still maintain that it doesn't make much sense on the Island and the Center.
Now that I'd be fully behind, yeah. It'd be a fun addition that makes sense, and could be great for earlygame resource gathering before one gets a paracer, or even midgame if they didn't want a heavy weight dino.
