Reformation almost not spreading

It's mid 1500's and reformation has almost not spread into France I'm playing
There is a button in Situation to support the reformation, but it's unavailable and tooltip does not show requirements
Earlier Preachers were spammed all over the Europe, and now I have like 2 or 3 in biggest cities in France, and Denmark/Sweden are converted by AI
Not sure how to manage the Situation unless it's triggered a bit later and I just need to wait

I played a Swedish run up to around 1770 where no one converted. Only myself and my vassals, whom I forced to convert.

Classic France vs. Bohemia, but everyone remained Catholic.

Two more runs up to the Wars of Religion, but without continuing (one Byzantine/one Ottonian), and still no Protestants.
