Possible bug with City Rights

Apparently, Staple Port and Market center city rights only increase limit for Marketplace building from age 1, and not for it's upgraded versions (like Merchant's quarter and later ages), however once you research upgrade Marketplace itself becomes unavailable

also, it would be nice to have some kind of overlay with list of locations sorted/filtered by rank with the rights button so it would be easier to distribute them in larget empires
