I know that this patch is mainly about Italy. However, I still want to make a case for the HRE, because in my opinion it is currently not very fun to play — and Northern Italy is, after all, still part of it.

For about two patches now, changes have been made regarding the Emperor interfering in wars. At first it was somewhat bugged, to the point where you suddenly could no longer wage wars properly. Now it feels even worse, because the Emperor intervenes in almost every war. If you are just a small country with around 10,000 troops and the Emperor happens to be Bohemia, then every war becomes a very stressful affair — especially if you end up needing three years to conquer a tiny country just because it happens to have a fort and you cannot end the war quickly enough.

Because of this, playing in the HRE has become almost impossible for me — or rather, it simply is no longer fun. That is especially unfortunate because the HRE used to be one of my favorite regions to play in Europa Universalis.

My second point is that I would like to ask again whether you could take a brief look at Switzerland. Something seems to prevent the formation of Switzerland from working properly. The requirement is that a new leader has to be elected, but over time more and more small countries get invited, which means that after a few years there is only about a 1 in 30 chance every four years that you randomly become the leader again.

The other countries always seem to get stuck in a never-ending vicious cycle, trying to pass the same decisions over and over while everyone else blocks them. Because of that, I have never been able to form Switzerland as a player, and after 1,000 hours of EU5 I have not seen Switzerland form even once. Personally, I think that is a real shame.

As a third point, I would like to mention that it would be great if it were possible to form Sardinia-Piedmont, like in EU4. In general, I feel like there are quite a few areas where the option to form something new is missing.

I am unfortunately not deeply familiar with the historical details, but aside from Tuscany, are there no other formable options in that region? Or perhaps something in the northern area around Venice/Trieste?
