Quality of Cabinet Members is barely noticeable/More than one cabinet member increasing Control

Whether I have a cabinet member with 60 in their respective skill versus one with 90; there is barely any difference. The UI claims these better cabinet members do a better job but then there is nothing different from a poor cabinet member than an excellent one.

Increasing Control is extremely important and I'm always using the action and still most of my provinces are lacking and theres too many for just one cabinet member to handle alone.

The difference is indeed minimal. At most you can maybe save one month worth of the cabinet action and thats about it.

Especially because control is so important, it makes sense that only one cabinet member can do it. Thats not going to change. Maybe there will be an area control action in the future for a specific nation, but i wouldnt get my hopes up.
