People who want to play a simulator vs. people who want to play a simulation game.
I think the removal of time ticks is a deal-breaker for people who want a more simulator-like experience.
On the other hand, I think it’s great for people who want to enjoy the game as a comfortable simulation—it’s actually gotten quite a bit faster.
That said, I do think it would have been nice to have an option to toggle it on or off.

This is my first time playing the EU series—I started with EU5—but since I also play the FM soccer series as a simulator (doing things like “journeyman” play where I switch between teams within a single save, or skipping 100 years of the schedule while unemployed), I find the observation mode interesting in addition to regular gameplay.
I suspect the developers probably wanted to take the game in a more simulator-oriented direction as well.

It would be great if there were a tool in Observation Mode—similar to FM’s IGE—that allowed you to make changes from the outside. As it stands, cheat tools don’t work in Observation Mode, and you can’t do anything unless you’re playing as a country, which is a bit inconvenient.

Soccer? Football, mate, it's football. It's literally in the name.

Since it is called "soccer" rather than "football" in Japan...
