Anglican during the Reformation

In my actual england/GB campaign i discovered a big problem. Due to the new spread of lutheranism you cant really become anglican. Anglican it selve doesnt spread like lutheranism and this leeds you to convert the provinces with your cabinet. The problem is that lutheranism spreads faster than you can convert your provinces. I have for like 100 years now no really progress into going anglican and lean more towards lutheranism. Even worse is the rebell situation, since it ticks up with 1% and rebells dont really have cooldown, i am fighting them for around 100 years. I am not sure if it is a bug or if paradox missed this problem. Maybe iam doing something incredible wrong, if thats the case feel free to give some tipps.
