Political Influence is a great new addition
I didn't participate in the beta, but when I read about Political Influence I was worried it would cause problems and issues; the exact opposite.

This feature makes some actions cost a currency which hadn't in the past which could be taken as an unnecessary cost. However; I feel those purchases are balancing and not too taxing or unrealistic.

The biggest positive is that some actions that would normally cost Stability or Legitimacy now cost Political Influence. This is especially important pertaining to Legitimacy costs. I like to keep my Legitimacy maxed out, so taking a -5 hit for setting Urban Rights isn't as bad or expensive.

Yes; this is a new currency to use; some actions have a new cost but overall this is a big development!

I would like it if it was possible to act even if you have no political influence - but at a cost of stability or legitimacy. Like "if you really want to do it, go on, but know you will destabilize your country".

Then it will be just like before 1.4 where the meta was to use up your legitimacy day 1 and make massive changes to your country. Now you have to wait a few years before you have the optimal estate privileges.

Exactly. I would prefer for devs to balance pros and cons of decisions instead of simply blocking decisions. I think changes like that make the gameplay boring.
