Do vassals spread your Culture efficiently now in 1.40?
Is it viable once again or is just not good tactic and hassle to enforce them to your culture?

Sometimes they do, sometimes they don't. They have 50% penalty just for being subjects. So you need to first make sure that relations between cultures are right for conversion. Your culture opinion about their is hostile. Their opinion of your culture is friendly.

Sometimes even if modifiers are right they for some reason decide to change their view of a culture being assimilated to "tolerated" or "accepted" and stop assimilating. I don't know how to change this behavior. If that happens, the only option I found is to annex them and assimilate on your own (but you need control to do it so sometimes it is hard if the land is far away and you don't want to move your governors).

Best example. Is if you play as Hungary release Transylvania as Fiefdom and Vassalize Moldova by event. Even if you had that 100 years is it still efficient enough or is just the old cabinet way just better in long term? I mean yeah maybe if you have already annexed rest of Balkans and using Cabinet there and maybe letting your two vassals do their part. Is it good or bad? Like Moldova in total is like 8 provinces so it would take time.

I'm not familiar with this region enough. Just remember not to waste time on assimilating your culture group as you will later be able to unify it

So was Unifying finally fixed? Also in this example Hungarian and Moldovan are in different culture groups. Last i heard was Unifying culture is still broken also because it's in 1600's you might be assimilated all of Balkans by that point.
I think you can safely forget about subjects assimilating to your culture. Tinto has stated that it was a mistake, they nerfed it hard and likely wont unnerf it. Its better to use your cabinet for assimilation.

In a way i understand the mechanic was way unbalanced and i think in a way you should be able to ''force'' Moldova assimilate your culture but also there should just mechanic to make Moldova part of your Cultural Group in a way it happens currently but because the Cooldown is so tremendous currently it's still a bad design. Just needs more work and it can work. The new Influence mechanic could work also like paying 100 for improving Cultural Relation instead of having 50 year cooldowns.

We have to wait for the culture rework they have planned. Right now its just better to use your cabinet.
