I can only confirm that this does not work for me. The issue itself seems a bit more elusive besides just disabling steam input or starting the game with a controller turned off.
I have a couple of things in my setup which may cause an issue that everyone isn't experiencing. I'm using an ultra wide monitor (Samsung odyssey G9) and i'm using a Razer huntsman analog keyboard (which some games might recognize as a controller)
If i have steam input disabled, every time i launch the game the DLSS option is there. Only problem is that around 50% of the time launching the game crashes my entire pc and it restarts.
On the other 50% the game launches normally and i can find dlss frame gen in the settings. This time the only problem is that the frame gen doesn't actually work. My game is running around 50-60 fps on RTX 4090. If i turn frame gen off it doesn't affect performance. If i turn it off and back on it might crash my entire pc again.
around 1 out of 10 times that i launch the game the DLSS frame gen functions as it should.
Now this might only be a theory but it seems to me that if i have steam input enabled i'm simply missing the dlss option from the menu when it wouldn't work anyway. And on the rare occasion it does work upon restarting the game it appears in the menu. With steam input enabled not once did i both see the dlss frame gen option in the settings while it didn't work. Every time i saw it there it worked but it might take a dozen or more restarts to get it rocking.
I also have Steam Input disabled for Shadows which prevents DLSS from being available in options for some reason. Just sharing the 2 workarounds that have worked for me.

Enabling Hardware-Accelerated GPU Scheduling in Windows 10:
Press Windows key on your keyboard and type "graphics" and press enter. - Graphics settings menu should open.
In the Graphics settings menu toggle the "Hardware-accelerated GPU scheduling" option.
Restart your PC.
And here you have dlss frame gen in all games.
Dude seriously goated answer. Almost a month later and this was the fix. Take my award!!!
I avoid buying games from Valve specifically because of Steam Input. You unfortunately bought the game from them, they broke DLSS for you, and you're still going to jump through hoops rather than just turning Steam Input off :(
